The solution to block/ban evaders

This idea may sound pretty daunting, but it does work. Phone numbers and IDs are usually one of a kind and if websites accept numbers/IDs officially registered by government/phone carriers, it can put an end to this problem. And to address the fears of hacking, store registered numbers/IDs on physical paper. It's old-fashioned, but it works the best.
